Technological connection to the water supply and wastewater systems is carried out in accordance with the Resolution of the Government of the Russian Federation of July 29, 2013 N 644 "On Approval of the Rules for Cold Water Supply and Sanitation and on Amending Certain Acts of the Government of the Russian Federation."

Grounds for applying to OFAS for legal entities and general public:

violation of the deadline for processing of applications;
unreasonable refusal to issue specifications for connection (TU);
unreasonable refusal or evasion from entering into an connection (technological connection) agreement;
imposing unprofitable terms of the connection (technological connection) agreement;
violation of the procedure of pricing established by regulatory legal acts (connection cost - tariff);
inaction to apply for changes in the Invest. program.

Grounds for applying to OFAS for individuals:

delay in consideration of applications for connection (technological connection), filed in 2016;
other violations of paragraphs of Rules No. 83 and No. 644, constituting an administrative offence under Art. 9.21 of the Administrative Code of the Russian Federation.

Gas supply

Technological connection of capital construction facilities to gas distribution networks is carried out in accordance with RF Government Decree No. 1314 of 30.12.2013 "On Approval of the Rules for Connection (Technological Connection) of Capital Construction Facilities to Gas Distribution Networks, and on Amending and Recognizing as Ineffective Certain Acts of the Government of the Russian Federation".

Organization providing services for connection is "Surgutgaz", OJSC.

Energy saving

Technological connection to electric grids is carried out in accordance with the Resolution of the Government of the Russian Federation of December 27, 2004 No. 861 "On the Approval of the Rules for Non-Discriminatory Access to Services for Transmission of Electric Power and the Provision of These Services, the Rules for Non-Discriminatory Access to Services for Operational dispatching management in the electric power industry and provision of these services, the Rules for non-discriminatory access to the services of the administrator of the wholesale market trading system and the provision of these services and the Rules of technological design connection of power receiving devices of consumers of electric energy facilities for the production of electrical energy and power grid facilities owned grid companies and other persons to power grids".

The organization that provides connection services is "SGES", LLC, was established in 2006. The enterprise owns municipal electric networks in the territory of the city of Surgut and adjacent settlements.
