Investment projects support in the City Administration on the single window principle shall be carried out according to the regulations approved by the Surgut City Administration Resolution No. 7009 dd. September 20, 2016.

The Regulation shall regulate the relations arising during the preparation and implementation of investment projects in the city, aimed at unifying the procedures for interaction between investors and the City Administration, reducing administrative barriers to the implementation of investment projects in the city on the single window principle.

The basis for starting the investment project support shall be a written application of the investor to the Head of the City, Deputy Head of the City Administration, who oversees the authorized body, conducting initial negotiations with the investor.

In its application, the investor shall reflect the information under the application form for the investment project support, as well as enclose a package of documents as follows:

• a brief business plan for the investment project summary, marketing part, investment volume, revenue, sources of financing, implementation period);
• copies of constituent documents (with all amendments) and documents confirming the powers of the head of the investor, certified by the signature of the head and the seal (if available);
• documentary evidence of sources of financing for the establishment of facilities or the implementation of an investment project for at least the amount of expected capital expenditures (bank information on the availability of funds in the investor's accounts, contracts of intent, preliminary agreements with potential investors, letters of guarantee of potential investors, etc.).
