The strategy of social and economic development of the Surgut city for the period until 2030 was approved by the decision of the City Council of Surgut from 08.06.2015 № 718-V DG.
In accordance with the indicated goals, four directions and 12 vectors of social and economic development of the city of Surgut were identified.

The Plan of Measures for the implementation of the Strategy for social and economic development of the Municipal Entity the Surgut City Urban District for the period until 2030 has been approved by the City Administration decision No. 7674 dd. November 2, 2015.
The plan contains the main activities and projects, the implementation of which ensures achievement of the goals and tasks defined by the Strategy 2030.
Within the framework of the Strategic Management System, the following collegial advisory bodies have been created and are functioning in the City Administration:
- Coordination headquarters for the strategic management organization, whose task is to coordinate the development, adjustment and implementation of strategic planning documents of the Surgut City. The headquarters members are the Head of the Surgut City, deputy heads of the City Administration.
- 11 working groups on the development vectors of the City Strategy, whose activities are aimed at the development, adjustment and implementation of the Strategy for social and economic development of the Municipal Entity the Surgut City Urban District for the period until 2030. The composition includes experts in certain fields of activity, representatives of the Administration and the City Duma, the public, the business community and active residents of the city.
- The Council under the Head of the City on the organization of strategic management, the main task of which is to ensure the participation of city residents in the development, adjustment and implementation of the Strategy for social and economic development of the Municipal Entity the Surgut City Urban District for the period until 2030. The composition of the Council is formed on the basis of voluntary application by citizens of their candidature.
