Financial Support for Social Entrepreneurship

What is social entrepreneurship?

Social entrepreneurship is a socially oriented activity of small business entities aimed at achieving socially useful goals, improving the citizen's living conditions and (or) expanding its ability to satisfy its basic life needs independently, as well as at providing employment, supporting disabled people, elderly people and persons in a difficult life situation, including ensuring the fulfillment of one of the following conditions:

  1. the social business entity provides employment for disabled people, elderly people, people in a difficult life situation, women with children under the age of seven, orphans, graduates of orphanages, as well as persons released from prison within two years preceding the date of competitive selection, provided that the average number of these categories of citizens is at least 50% among their employees; and the share in the labor remuneration fund is not less than 25%;
  2. the social business entity provides services (produces goods, performs works) in the following areas of activity:
  • promoting vocational guidance and employment, including promoting the employment and self-employment of persons belonging to socially vulnerable groups of citizens;
  • social services for persons belonging to socially unprotected groups of citizens and families with children in the field of health, physical culture and mass sports, conducting classes in children's and youth circles, sections, studios, the activity of pre-school educational organizations, providing paid childcare and patient care services;
  • arranging social tourism in the part of sightseeing tours for persons who belong to socially unprotected groups of citizens;
  • rendering assistance to victims as a result of natural disasters, ecological, technogenic or other catastrophes, social, national, religious conflicts, refugees and internally displaced persons;
  • producing and (or) selling of medical equipment, prosthetic and orthopedic products, as well as technical means, including auto, -mototransport, materials that can be used solely for the prevention of disability or the rehabilitation of disabled people;
  • providing cultural and educational activities (museums, theaters, school-studios, musical institutions, creative workshops);
  • providing of educational services to persons who belong to socially unprotected groups of citizens;
  • facilitating the involvement of persons belonging to socially unprotected groups of citizens, as well as persons released from prison within two years and people suffering from drug addiction and alcoholism in community activities.\
 

Reimbursement of a part of costs associated with the creation and (or) development of children's pastime centers (groups)

Reimbursement of a part of costs associated with the creation and (or) development of children's pastime centers (groups), including short-term stay of children and (or) pre-school educational centers. 

Granted in the amount of not more than 85% of the total costs and no more than 800 thousand rubles per 1 entity per year.

 

Reimbursement of a part of costs for the non-residential premises rent

Reimbursement of a part of costs for the non-residential premises rent (actually incurred and documented costs for the non-residential premises rent with the exception of non-residential premises that are state and municipal property and included in the lists of property in accordance with the Federal Law No. 209-FZ "On development of small and medium-sized entrepreneurship in the Russian Federation" dd. July 24, 2007, shall be subject to reimbursement).

Granted in the amount of not more than 50% of the total costs and no more than 200 thousand rubles per 1 entity per year.

 

Reimbursement of a part of costs for the acquisition of equipment (fixed assets) and licensed software products

Granted in the amount of not more than 80% of the cost of equipment (fixed assets) and licensed software products and no more than 300 thousand rubles per 1 entity per year.

 

Reimbursement of a part of costs for the implementation of energy saving programs, including the costs of acquiring and implementing innovative technologies, equipment and materials, conducting energy surveys at energy facilities

Granted in the amount of not more than 80% of actually incurred and documented costs and no more than 300 thousand rubles per 1 entity per year.

 

Reimbursement of a part of costs associated with a special assessment of working conditions

Reimbursement of a part of costs associated with a special assessment of working conditions (actually incurred and documented costs for attracting specialized organizations that carry out a special assessment of working conditions under civil law contracts with an indication of the number of jobs for which a special assessment of working conditions is carried out and the cost of conducting a special assessment of working conditions, shall be subject to reimbursement).

Granted in the amount of not more than 50% of the total costs and no more than 100 thousand rubles per 1 entity per year.
